Are plastic book covers banned in India? What the official rules say
Plastic book covers are not on India's 2022 single-use plastic ban list. What the official notifications say, the 50 micron rule, and what to check locally.

No. Plastic book covers are not banned in India. The single-use plastic ban that started on 1 July 2022 lists specific items, such as ear buds with plastic sticks, plastic cutlery and thermocol for decoration, and book covers are not on that list.
There is still a rule that matters for covers. Plastic sheet and covers made of plastic sheet must not be thinner than 50 micron. And states and local bodies can add their own restrictions, so a distributor or shop should always check its own state's orders before the season.
I should say clearly who is writing this. I make plastic notebook covers at Jagannath Polymers Pvt Ltd (JPPL), and we sell them to stationery distributors and wholesale dealers, so I have an interest in this question. That is exactly why every claim below is linked to the official notification. You can read the text yourself and check me. If you are a distributor, this is also a page you can send to the retailers you supply when a customer asks them.
What exactly was banned on 1 July 2022?
The ban came through the Plastic Waste Management (Amendment) Rules, 2021, notified by the Ministry of Environment, Forest and Climate Change as G.S.R. 571(E) on 12 August 2021. It added a new rule 4(2). That rule prohibits "the manufacture, import, stocking, distribution, sale and use" of the following single-use plastic items, including polystyrene and expanded polystyrene, from 1 July 2022:
- Ear buds with plastic sticks, plastic sticks for balloons, plastic flags, candy sticks and ice-cream sticks.
- Polystyrene (thermocol) for decoration.
- Plates, cups, glasses, and cutlery such as forks, spoons and knives.
- Straws, trays and stirrers.
- Wrapping or packing films around sweet boxes, invitation cards and cigarette packets.
- Plastic or PVC banners less than 100 micron.
The Press Information Bureau published the same list in the ministry's press release of 13 August 2021. The notification also says the items in the second half of the list (plates to stirrers) are not covered if they are made of compostable plastic.
Read the list twice.
Book covers, notebook covers and cover rolls are not there.
Do the rules mention book covers anywhere?
No. The words "book cover" and "notebook cover" do not appear in the principal rules of 2016 or in the amendments of August 2021, July 2022, October 2023, March 2024, January 2025 and March 2026 linked on this page.
So the honest answer has two parts. Covers are not banned by name. But the rules do have a general clause on plastic sheet, and a careful buyer should know it.
What is the 50 micron rule for plastic sheet?
The Plastic Waste Management Rules, 2016 (G.S.R. 320(E), 18 March 2016) set conditions in rule 4(1). Clause (d) reads:
"plastic sheet or like, which is not an integral part of multilayered packaging and cover made of plastic sheet used for packaging, wrapping the commodity shall not be less than fifty microns in thickness except where the thickness of such plastic sheets impair the functionality of the product"
Two later changes touch this clause. The July 2022 amendment (G.S.R. 522(E), 6 July 2022) inserted "as specified by the Central Government" after the word "except". So the exception is now for cases the Centre specifies. The October 2023 amendment (G.S.R. 807(E), 30 October 2023) replaced "multi-layered packaging" with "plastic packaging" in rule 4(1).
Is a notebook cover "plastic sheet or like"? The clause was written with packaging and wrapping in mind, and I am not a lawyer. But the government's own wording points the same way. The March 2024 amendment (G.S.R. 201(E), 14 March 2024) makes raw material makers print a warning on every bag of plastic raw material. That warning lists "plastic sheets < 50 micron thickness" among the items prohibited under the rules.
This is why the trade treats 50 micron as the floor for cover film. It is also the line we work to. Every JPPL cover is 50 micron or thicker, from Star at 50 micron up to Unique at 75. The full list is on our synthetic book covers page.
Is a book cover a "single-use plastic"?
The August 2021 notification defines a single-use plastic commodity as "a plastic item intended to be used once for the same purpose before being disposed of or recycled".
A cover is put on a notebook once and stays there while the notebook is in use, often the whole school session. My reading is that this is not what the definition has in mind. But a definition does not ban anything by itself. The list in rule 4(2) does the banning, and covers are not on it.
Is 120 micron the rule for book covers?
No, and this confusion comes up often. The 75 and 120 micron figures are for plastic carry bags only. The August 2021 notification raised the minimum thickness of carry bags from 50 to 75 micron from 30 September 2021, and to 120 micron from 31 December 2022. It also set a minimum of 60 GSM for non-woven plastic carry bags.
None of these numbers apply to book covers.
The sheet clause stayed at fifty microns.
Can a state ban plastic book covers?
States and local bodies enforce these rules, and a state can issue its own orders on plastic items on top of the central list. The March 2026 amendment (G.S.R. 237(E), 31 March 2026) names urban local bodies, gram panchayats and district panchayats as the authorities for "restriction or prohibition on use of plastic carry bags, plastic sheets or like, covers made of plastic sheets" and the banned items in their areas.
There is one more line in the August 2021 notification that few people notice. New rule 4(4) says any notification prohibiting carry bags, plastic sheets, covers made of plastic sheets, multi-layered packaging or single-use items, issued after that notification, comes into force only ten years after it is published. How this applies to a particular state order is a question I would leave to a lawyer.
So my advice is simple.
Before you stock up, open your State Pollution Control Board's website and your municipal body's notices, and read the current orders for your area. If something there worries you, ask the board directly. It costs one phone call.
How can a distributor, shop or parent check the thickness of a cover?
Feeling a cover between two fingers tells you very little. Here are three checks that work.
- Read the box or packet. A serious maker prints the micron or names the design, and you can match the design to the maker's spec sheet.
- Ask your supplier to write the micron on the invoice. If they will not put it in writing, that tells you something.
- Measure it. A digital micrometer reads 0.050 mm for a 50 micron film. If you only have a vernier caliper, fold a piece of the cover into 10 layers and measure the stack. Ten layers of 50 micron film come to about 0.5 mm, which a vernier can read.
Our micron guide explains thickness in more detail, if you want to go deeper.
Where we stand
We make notebook covers in BOPP, PP and synthetic (HM) film in our own plant in Jaipur, and we have made packaging there since 1997. Every cover we sell is 50 micron or thicker. We do not make covers below that line for anyone.
One limit I must admit. We are a manufacturer and we watch these rules closely, but we are not a law firm. This page reflects the central notifications up to 31 March 2026. Rules change, and I cannot track every state and town order in India. Please treat it as a careful starting point. For a legal opinion, ask a lawyer.
If your state or town has an order that says something different from what I have written here, please send it to us. I would rather correct this page than see a distributor or a shop owner caught out in the middle of the season.
Questions buyers ask
Is a transparent plastic book cover banned in India?
No. Clear film covers are not on the central list of single-use plastic items banned from 1 July 2022. The same 50 micron floor for plastic sheet applies to them as to coloured covers, so buy covers of 50 micron or more and check your state's own orders.
What thickness of plastic book cover is allowed?
The central rules set no thickness for book covers by name. The closest clause, rule 4(1)(d), says plastic sheet and covers made of plastic sheet used for packaging or wrapping shall not be less than 50 micron. The trade treats 50 micron as the floor, and that is the line we work to.
Did the 2024, 2025 or 2026 amendments change anything for book covers?
Not the ban list or the 50 micron figure. The March 2024 amendment dealt with registration and raw material sellers, the January 2025 one with labelling and penalties, and the March 2026 one with definitions, recycled-content marking and who enforces the rules locally.
Who checks plastic rules in my town?
Your State Pollution Control Board and your local body. The March 2026 amendment names urban local bodies, gram panchayats and district panchayats as the enforcing authorities for restrictions on plastic sheets, covers and banned items in their areas.
